With reference to your letter No. 024 of the 14th.

February, I have the honour at the instance of Vice-Admiral Grant

to inform you that the instructions from the Secretary of State

for the Colonies were secret and to the effect that neutral ships,

except American and ships going to and from Americaɛ waters and

vessels performing short coastal voyages were to be detained, if

possible, on some pretext connected with the Customs or other such

matters.

The instructions have now been modified to exclude

all Neutral vessels engaged in trades which do not bring them into

Atlantic or European waters. Vessele trading from India and

Pacifio waters to Europe or the Atlantic coast of Africa or America

may proceed as far as Alexandria, Port Said, Capetown or Durban,

where their further movements will be controlled from London.
